Both the undisturbed share price and the 30 day VWAP are a bit irrelevant. Undisturbed share price is quoted yes, but only as a reference.

There's plenty of listed ASX juniors where if you wanted to buy the company you need to offer at least 2x the last "undisturbed" share price otherwise the bid is dead on arrival.

Have a look at WSA's share register. If a bid occurs then the transaction price is going to be the lowest price that Perpetual will accept.
