Simple truth is, it sounds like the existing project financiers were not happy with the revised costs.
They were the likely catalyst for the expansion, to retain existing repayment profile which wouldn't work without the expansion.
Why then would they agree to increase debt it doesn't make sense unless the expansion cost delta is so significant which it is clearly not.
Equity to the rescue as is usually the case.
Westpac wanting out of a working capital facility so close to the finishing line is concerning.
