It was in an interview earlier this year, either in print or video, well prior to the SkyWater announcement. I simply don't have time to trawl through them all to find it again.
That another fab can be announced at any time from hereon can be supported by the following excerpt from his interview with Kalkine TV on Sep 14, 2021.:
"We're talking already to quite a few potential customers ... we're trying to do everything in parallel ... yes of course customers want to see the technology is qualified for mass production but you need to remember customers take a year, year and a half, from the moment they decide to use the technology until they design it into their product, they test their product and their product is sent to mass production. So if they wait until the technology is qualified it's going to take them another year and a half from that point so we're talking to potential customers who are willing to start working now, start looking at the technology now realising it will be qualified in a year or so ... so we'll be working on this in parallel to reduce the time to revenue."
