you're quite right that there is no room for ideals or ideology.... any plan must needs be pragmatic.

my guess is they adopt much as you've suggested.... but they truly need to develop a plan... almost any plan would do as for 8 years industry and business have been lacking in federal commercial guidelines and, ask any every company, they need to know where the nation plans on being in 10 or 30 years time to structure their own plans.
