Just thinking out loud: is there any reason why an existing holder wouldn't sell up to $30k above 18 cents, knowing that they will be able to re-buy those $30k for 18 cents as part of the SPP? Possibly an arbritage opportunity, and a hedge against rising prices fpor that $30k parcel, and at the same time if the SP does fall below 18 cents then one doesn't need to participate in the SPP and simply buy back that $30k parcel on market. The only risk I can currently see is that the company reserves the right to accept applications at their discretion.
