I am happy to be corrected, but my understanding of it is that Commsec- or whoever is your broker - holds your shares on your behalf and therefore has that huge pool of shares of everybody they represent to 'lend' (short) from.
I think that is how it works. It is like a bank that has your cash in its vaults can lend it out to someone else, but at least they pay you interest (well they used to ha ha though not much now in these low interest rate times).
The main difference IMO is that your shares are being 'lent' out to your detriment in many cases ie to force down the share price.
It sucks don't you think? I am sure that many here on HC agree
