I may be wrong (and someone could correct if this is the case) but from memory there is no record date for the conditional placement entitlement if its approved. If you were entitled to the August 09 retail offer (17 August 09 Record Date)you are entitled to the conditional placement offer even if you don't hold any at the moment.
