According to ASIC regulations on substantial holdings (https://download.asic.gov.au/media/1236706/rg5-published-20-december-2013.pdf), notice has to be given within 2 business days of the change in substantial holding:
Assuming the parties are not in breach (and the information on Bill's holding is correct), this must have been a very recent event and we should expect notice confirming Bill's reduction as well as who has acquired those shares (assuming it's a single entity) by Wednesday 20th October at the latest.
