Citigroup is merely the "rathole" holding the shares. They can be sold through any or a number of different brokers. They are coming from Citigroup Nominees and they do not have to lodge another notice for up to 30 days after should they not wish to.
It'd be nice if management got the stock placed into some strong hands. They probably will for the last few million.
