if I hold 15% and sell 0.99%, I do not at any point in time need to notify the market of the 0.99% change.
lets say I sold the 0.99% on 4 Sep 1995 and then sold 0.01% on 4 Sep 2009, then I must notify but 6 Sep 09 as I have now hit 1%
