For the holders who want KP replaced and a decision on Pep11 made immediately. Careful what you wish for.
That scenario would almost certainly see a rejection imo.
KP as the decision maker and a decision delayed until after the federal election is the best chance this has.
Why else do you think ALP/Greens and the anti Pep 11 coalition are so desperate to force the government's hand now?
