a quick Google search shows dozens of insurers, small & large, paying commissions from as low as $5 for a lead, to many hundreds, even thousands for an actual sale, here in Australia & around the world: so i'm unsure what you mean by "insurance commissions have been scrapped" because for example, Fatberry's website features Allianz & Zurich logos, among others:Zurich owns Cover-More (travel insurance here in Australia) & they're offering 10% commission on insurance sales, in Australia, here:

maybe you are referring to "trailing commissions for mortgage brokers" have been scrapped? but loans/mortgages are not insurance, plus that ban was knocked down years ago: "Government backs away... [from ban]":
