The concept of "on track" to management probably refers to the end goal of a farmin arrangements rather than a deadline. To that extent, no doubt its still "on track", although everyone believed "on track" had a timeline associated to it. We'll have to wait and see I don't see any real problem that such a complex negotiation like this slips by a few weeks.
I'd rather take longer to get a better outcome than realise later what could have been.
