KP has been rewarded with a cabinet position.
What did KP offer in return?
It may not have anything to do with Pep11 but at the same time, it makes it even less likely that KP turns around and makes a decision that directly goes against the PM's and cabinet's wishes.
I suspect KP and the government would have liked to approve pep11 but it's become too political now and with an election looming, they've missed their opportunity imo.
