They can disclose anything they like to anyone as long as the company is in a trading halt. As long as they disclose the information to the market prior to resumption of trading.
If you had 3 potential buyers, you couldn't keep trading while you gave tech updates to each of them, the first would be at an advantage over the last.
If you had to have your findings validated by a third party you would have to go into halt. The likelihood of a secret remaining a secret is inversely proportional to the number of people who know it.
