Whilst I understand what they are trying to do, I'm really struggling to see how this would play out. Those who may be asset rich but cash poor, for example due to real estate appreciation, may be forced to offload part of their asset base just to fund their annual tax bill. This would deter investment and growth. It's almost like flipping everything upside down. I just can't get my head around it. It just doesn't make sense.
