I think you need to look at the fact that Piedmont did not take up their 1 for 35. This may be because the are now fully domiciled in the US and were unable to participate. If you consider that of the roughly $8 million shortfall they were $4.75 m or around 32,797,114 shares and combine that with others who did not have the ability to partake you will see that this is actually pretty strong.
