The way I read it, the catalyst for the Takeover Panel to determine the merit of WGX's recent Application is for the GCY Board to announce that they have received a proposal superior to the Firefly deal - the primary reason that the Panel denied WGX's initial Application was that no superior Proposal has been declared by GCY so there was no need for the Panel to make a determination.
So come on GCY Board, put out an announcement declaring that GCY has received a Proposal superior to the FFY Proposal.
This will precipitate a determination from the Takeover Panel etc.
