In this case $21.8m of the raise will be offered to existing holders at the same price of 24c on a 1:7 basis of your holding on the record date of 10 Nov. This will likely all be announced, along with details of how this CR went, just before it comes out of trading halt next week. You will be sent an offer document and details on how to partake in the mail shortly after 15 Nov.
