That’s not how a cap raise works. They issue new shares to new investors (institutions and sophisticated investors). I highly doubt the company will raise at under 6c (last cap raise price), so I suspect the price will somehow find its was to greater than 6c, then the company will raise.

It makes no difference how much volume there is in a share to the success of a cap raise. There are also limits to the amount of shares they are able to issue and the discount they are able to apply. 10-15% discount is common. If the company has solid plans to use the funds for productive purposes, and they are able to attract some solid investors, then the price typically bounces off the cap raise price anyways, so the whole point is moot.
