Re-Rate occurs when the market conditions are right, not when a holder wants. Also being an African stock, SP wont behave like Australian, EU or American jurisdiction mine.
Traditionally African stock SP to have to wait for a comfirmation event for the price to move, unlike say Australian stock where the SP by the time of the expected announcement most of the upside is already priced in.
