Agreeing there should be a policy as well. So under policy what you will prefer, a tax on carbon or a subsidy for newer technologies or more awareness creation for public.
To me best bet for govt. is to invest in technologies like Hazer. That can be the most effective solution. Reason being investing in newer technologies will lead into greater benefits in a long run. Hazer can be one of the best investments to decarbanise agriculture and animal husbandry.
