I believe you are mistaken. The 16th Dec date is the date that significant works must be undertaken by. Being able to do this works was contingent on receiving 3 approvals.
1. Project Management plan. This was approved on 27/8
2. Mining Proposal. This was approved on 1/10 as you have noted
3. Mine closure plan. This was approved on 1/10 as you have noted.

Hence the early works have begun and they should easily fulfil this requirement by 16/12.

I believe I am correct is stating that the next step, Works Approval, has nothing to do with the 16/12 deadline date. It is required so they can build an industrial premises. Thats way down the line. Happy to be corrected.
