I'm only surmising here but I would imagine a cap raising with broker underwriting would entail some lengthy negotiations. The broker would not want a rising share price during negotiations as they would want to know what $ they may be on the hook for. A steady shareprice would assist both parties in negotiation.
Just my thoughts only, I've not had experience in these matters and unlike you have not had contact with the company.
