Reagan set the tone for the victory... ... he provided the enabling environment for the eventual defeat, although many players were involved in the various parts...

- to clarify the objective in simple terms for all to understand,
- to get the message unambiguously to all levels of his organization and to the society,
- to provide an unwavering vision of the expected outcome and provide encouragement/finance etc as required

that is the job of a true leader in this context....

And this is what Ronald Reagan did.
