Throughout the pandemic Andrews placed himself and his most senior officials in the front line of daily press conferences, answering every single question directed at them until journos had no more to ask and for up to three hours at a time - that's as transparent as it gets!
Because of media misinformation many Victorians nevertheless think that Andrews made the decision to impose lockdowns - unlike in some others states, Andrews had no choice but to enact the Public Health Orders of Victoria's CHO!
Once Victoria crossed the 70% and 80% fully vaccinated thresholds Andrews was able to open up the state and those who've bothered to watch his press conferences know that he is not looking in the rear view mirror. He's moved on to the task of delivering his 2018 Election promises.
Andrews's decision to move responsibility for making decisions from Victoria's CHO to the Premier follows the threats and pressure directed at Brett Sutton and his family [ie. a public servant]. It's his intention that the Premier is rightly held to account for such decisions and not able to hide behind the CHO as Morrison and Hunt chose to do.
