I think this ignortantly discounts the fact that a lot of these manufacturers are already exporters (eg EOS, EM Solutions, Codan doing work for US and UK mesh radio) with world class IP-the whole point of this program is that that each component is getting marketed as to what Australian industry can do. The technology is world class and I think you are assuming its just a collection of homogenous technology easily recreatable anywhere and that a small foreign government is willing to take on development risk as to buying an off the shelf solution. For example, there are Australian components in Titanus so when sold- exports. And integration into EOS RWS through the C4 Edge Program, neverming the Spacelink angle. And the whole platform is ITAR free so that it is ready for export.

In terms of sovereign capabilty, just look at Elbit and the Land 200 issue and secutiry concerns raised by Army as to why indigenous investment is needed:

Land 200 Phase 3 is a 1.5-2.5bn investment anyway, any slice of this pie is going to be material.
