From company announcements:

”The Project is 100% owned by the Colluli Mining Share Company (CMSC), a 50:50 joint venture between Danakali and the Eritrean National Mining Corporation (ENAMCO).”

does the government share the costs for construction, capex and opex for their 50% share? Or does the company bare all costs from start to finish?

I think it’s a great project but couldn’t find this info.
