The kwinana plant starts with illmenite from their chindala processing plant north of Perth so they have a significant amount of iron to get rid of before making the pigment. I'd still guess that red muck in the ponds is part of the process effluent. Could be wrong but theres still a lot of iron to be got rid of in their pigment plant.
I've had a look at the Chindala plant on google maps and it is very black with illmenite so they don't take the iron oxide out there.
