LYP must be pretty dumb to enter into a MOU with ESI knowing they can’t ever deliver coal. ESI must be dumb to ask LYP for something they don’t have. Tincom must be dumber than both of them for asking them both to provide something neither can.
Why even begin the MOU process ?

Maybe Kos went overseas because Tincom was looked after. Kos is waiting on the Ministries approval for f/study money.
