How do you sort out Environmental compliance without having a preliminary design for your Mining Operation? How do you have a preliminary design without knowing the average grade, proposed annual throughput, life of mine issues?

Trying to get these issues tidied up now is akin to turning up to your council office to get approval to build a house you don't even have a design for.

By the way what you are describing is not Critical Path Analysis, its called task programming. Critical Path Analysis is determining all the tasks that, if delayed will cause a delay to the completion of the project.
