    epa would rescue it i reckon as it unlocks the value and the "offtake not an offtake" becomes real. unfortunately bruce has promised it so many times that no one is buying ahead of it. i mean even if you had to chase a rerate and only got in at 25c youd still be ahead of anyone who bought in the last 12 months.
