As posted in the info above there is 3 reasons you can import cannabis into Canada

Canada's general policy is to issue import or export permits only in limited circumstances, such as:
Importing starting materials (e.g., seeds, plants) for a new licence holder;
Exporting cannabis products to another country that has a legal regime for access to cannabis for medical purposes; or
Importing or exporting small quantities of cannabis for scientific purposes (e.g., research or testing).

Which one of these 3 points do you think Cann exporting 15mil of flower fits under - i will give you a hint , its none of them - Point 1 talks about starting material and seed. Point 2 only talks about Export and Point 3 specifically says SMALL QUANTITIES for Scientific Purposes.

So i don't get what is so hard for you to understand?
