As an executive manager, if I repeatedly told my board (and/or shareholders), that I reasonably expected something to happen, and it didn't eventuate, I would be out of the job pretty quickly.
We can argue semantics about whether its a promise or not, but the reality is they have set an expectation and failed to deliver against that expectation multiple times. That might not be their fault, but at the end of the day, it appears that the market has judged them unreliable. That judgement seems fair to me.
