Yes Boss is just waiting for the right price to start selling its physical uranium stockpile and pressing the start button for production and expansion. It'd buy Mulga Rock but only in an asset firesale. As you say, you can scratch BOE as a suitor.
I see the long term value in VMY, but also I see this current contract MD as a sign nothing meaningful will happen while the market can potentially run away.
