This doesn't mean there's not something already in the works, and that he's pretty confident it will come to fruition.
I don't think he'd be so stupid to say something like that with nothing to back it up, at the risk of falling flat on his face.
This is, in a manner of speaking, a new "arms race," involving all the auto giants trying to be the second (behind Tesla) to get in the EV game. It's bad enough that at this point, they're all jostling for 2nd place.
