It's also possible the other project was funded by debt when gas prices were at highs, so even with 40 wells in production and another 40 ready to go they possibly just don't have the money to take it further.
If their wells are similar to RFE's existing wells then $14 million would only be about 1 year's revenue from the wells already in production, so it does seem cheap...
