The statement is meaningless with out constrictions of data sets. It provides zero comparative ability when you're taking covid death data from March 2020 and applying it to a much shorter period in terms of deaths since the population was double vaccinated...
That is entirely misleading. The fair comparison is to compare the two over the same given period, where vaccines where available.
