I believe PIL won’t have any problems, they will have the required $3m cash and final documentation submitted before Dec 15.
Also the way that reads, I think they will also accept new applications up until Dec 15 so existing applications already in the system should still be processed after that date?
“The Bangko Sentral ng Pilipinas (BSP) has imposed a two-year moratorium on the issuance of electronic money issuer (EMI) licenses to non-bank financial institutions but has given them until December 15 to file their applications with the regulator”
