Mr. Banks, how would you describe the actions of a person who made a public statement about an outcome/event being "so close it could be touched" and "within a couple of weeks to a couple of months"? Only for the outcome to not eventuate and then offering no further comment or explanation when the aforementioned timeframes have passed?

I acknowledge that the first statement is subjective and unmeasurable on its own. However given the context surrounding the comment and the associated, measurable (couple of weeks/months) additional statement, I think it's fair to assume that the implied length of their reach is 'a couple of months".
