After all, with everything we've seen from FBR over the last year, are we really to believe that Mark Pivac and team "have difficulty understanding" European construction needs? Ha, I don't think so. They know block laying backwards, sideways, and forwards. The more I think about it, I do believe we might be seeing some long term negotiating strategy here.
