We should be testing people before they leave the disease infested areas
Some places require that but some people initially pass the test then a few days later test positive.
Some already in quarantine test positive after a few days.
Probably need dedicated quarantine facilities if they want to keep variants out but we have been moving towards home quarantine to get closer to normal travel related activities.
