Statistically speaking a larger sample size means they can theoretically achieve a positive result (i.e. statistically significant improvements) even if the results are not as good as the Phase 2 trial. i.e. a smaller improvement could still be statistically valid (p<0.05) in this trial, even though it might not have been valid for the Phase 2 trial.
