Depends on how you look at it. Management have always looked out for it's shareholders and they may have seen this as a prime opportunity to lock in capital to build the mine (closed almost at all time high yesterday) what a better time to raise especially with the uncertainty at the moment. Things can change and management are nimble and can change plans if it means its for the benefit of the company and it's shareholders. I think it could be a master-stroke if it's true. Managment aren't fluffing about and any way to speed up to get into production they will take advantage of.
