    Here is the quote you reference at 55:00 minutes regarding, "the papers are on your desk". A relink of the video is at the end of this post.

    "I would like to focus on something I have been saying about the European Innovation Fund. As you all know, this fund has been intended to focus on very innovative products and technologies and these big flagship projects, but I think we need to extend its eligibility to apply to supply-chains that are critical to european electric vehicles manufacturing. I mean, electric vehicles are vital to this green transition and they clearly align with these objectives. It is my opinion that we should all be pushing in that direction.

    "Um, yeah, so, in the 55 package which we made in the summer, one of the proposals is a revision of the the emissions training system and a massive boosting of the innovation fund. So if there are any MPs that believe that the innovation fund is to have a broader mandate to deal with green objectives, then, you know, you have the file on your desk at the moment. What I would like to say on the finances is that there is a lot of money about, but there isn't an umbilical link between investment and the investment pipeline, uh, timeline, and permitting. There are certain stages where, uh, you're stuck waiting for some approval, but you still need to advance your project. That's maybe where, we can help keep projects moving forward in the way that they need to."

    Now. Lets see what is in this "55 package". This specifically refers to the "Fit for 55" package, EU legislation referring to the reduction of at least 55% which the EU has set for 2030. website: https://www.consilium.europa.eu/en/policies/green-deal/eu-plan-for-a-green-transition/

    Nowhere on that page from a brief scan does Fit for 55 specifically mention increasing the eligibility of smaller companies (Talga) to get access to the EU innovation fund. I believe what the second speaker is saying is that "we are trying to reform the Fit for 55 legislation right now, so you could ADD IN your revisions if there is political support". It does not mean, "IT IS ALREADY ADDED IN". It means that there is a vehicle for modifying the EU innovation fund, but that modification is not yet made.

    And so, I return to you my comment that "Government is slow" and the fastest we could expect to see modifications made to the Fit for 55 legislation, and then see it pass, is a couple of months away. In my opinion. Based on what I know of how "fast" government functions.
