Did this person hold the same amount as you did? I still think that you can get full allocation wtih >39k shareholding as one of the directors did. So far, this assumption has not been contradicted in this thread. @Fangk didn't receive any allocation, so it is probably not from the scaleback.
Not sure about the limit though, but I assume the scaleback is harsher as you hold less.
