Now before I give you my take on it I will try as factually as I can advise where we were when the plant was to cost $1.2 B USD.
THEN the plan 2 being :-
1) Build the main infrastructure being acid plant and power gen ( remember acid plant waste heat recovery )
2) build the balance of plant in 4 trains
Note 2 trains have one ball mill ( Crushing n Grinding)
with two flotation trains with an add on circuit for seperation of Zr &Hf
The total bill then was $800M With St 2 being another train for some $600 M
Now we have a metalisation plant being built in a modular style, smaller, cleaner furnaces my guess is VDREAF
(Vacuum Degassing & Refining Electric Ark Furnaces)
these again are in trains my guess is 5 or 6 to a train that is completely scalable.
So now we have fully scalable ore processing and Metalisation
Now for the projection:-

Pounds to Peanuts the processing plan
will be fast tracked on a scale never seen.
Anyhow thats how I see it
maybe miles off mark
