    If part of this capital is for 'Long Lead' procurement - would suspect the ML is in the back pocket as I can't imaging any company committing funds without passing such a project toll-gate. This would be an absolute pre-requisite and the board surely would not approve of this expenditure. Sure all will be revealed.
