    Yes. The price was low for a long time because supply far exceeded demand. There was a temporary price spike as demand temporarily exceeded supply.

    For example in the US "As of February 2009, stocks have risen to 7.1 million tonnes, a rise of 2.8 million tonnes or 65% in less than 12 months"

    Again where is the evidence to back up that claim?
