Quick summary of the Morroccan RP situation as far I figure it BD - they went through a period of political instability whereby it was an advantage to the morroccan Govt to keep it's army out of politics and stuck in the Western Sahara. The main method of supporting the Western Saharan RP cost of production was by using the army. The Govt controlled RP company was also assisted via internal subsidies to maintain maximum production to ensure this remained the situation. The Best RP was of course mined first so combined with deteriorating grades and contaminant levels, infrastructure deterioration and the Morrocan Gov'ts unwillingless to keep writing blank cheques for it's army to support the Western Saharan operation you end up with the real cost of production beginning to surface for the Morroccans.
More to it than that but google search the political situation in Morrocco following the invasion of Western Sahara to get to the gist of it. Heaps of documents read over 6 months ago add up to the above summary so no link sorry. It won't be under a heading RP subsidy as was never done overtly.
